PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Black Hills Wyoming Gas, LLC, d/b/a Black Hills Energy (BHWG or the Company) for authority to revise its Energy Efficiency (EE) Surcharge rate, the EE balancing account balances, and to recover the lost margin revenue, effective June 1, 2025, as more fully described below.

1. BHWG is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.

2. On April 1, 2025, BHWG filed its Application requesting authority to revise its EE Surcharge rates to reflect the EE program costs for the period of June 1, 2025, through May 31, 2026, the EE balancing account balances as of February 28, 2025, and to recover the lost margin revenue for the program period of March 2020 through December 2023. Specifically, BHWG proposes EE Surcharge rates of $0.0088 per therm for its residential customers, an increase of $0.0014 per therm from the current rate; and $0.0027 per therm for non-residential customers, an increase of $0.0011 per therm from the current rate.

3. BHWG proposes a Balancing Account Rate of $0.0023 per therm for residential customers and $0.0005 per therm for non-residential customers. BHWG proposes a Margin Recovery Adjustment rate of $0.00 per therm, and to recover the lost margin revenue amount of $4,733 under the Balancing Account Rates in next year’s filing.

5. Anyone wishing to file a statement, intervention petition, protest or request for a public hearing in this matter must file with the Commission in writing on or before May 15, 2025. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.
