NEWCASTLE CITY COUNCIL CITY COUNCIL  SPECIAL MEETING MINUTES Friday, July 10, 2026

Mayor Tyrel Owens called this special meeting of the Newcastle City Council to order at 5:00 p.m. Present were Council members John Butts, Daren Downs, Chris Kenney, Ann McColley, Don Steveson. Also, present was Attorney Dublin Hughes and Clerk/Treasurer Stacy Haggerty. Councilman Voss was absent.

Mayor Owens stated that the Consultant Services Policy was specific to the Pathway Project Design and would need to be approved prior to moving forward with a grant application that is due next Wednesday. Attorney Hughes noted a typo and the request for proposal process. There was discussion about WYDOT-certified Disadvantaged Business Enterprise consultants and how the Selection Committee would be decided. Ann McColley moved; John Butts seconded to approve the Consultant Services Policy with the spelling corrections. MOTION CARRIED. Clerk/Treasurer Haggerty will send the signature page to Beth Blackwell.  

ADJOURNMENT: Chris Kenney moved; Ann McColley seconded to adjourn the regular meeting of the Newcastle City Council at 5:12 p.m. Meeting adjourned.
