Black Hills Wyoming Gas Public Notice — June 19, 2025

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company), for authority to revise multiple Wobbe Indices and update the Wobbe report, as more fully described below.

1. BHWG is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112.

2. On May 22, 2025, BHWG submitted an Application requesting authority to revise its Wobbe Indices, and to consolidate reporting points of the legacy gas utilities into one report and eliminate duplicative reporting points. Specifically, the Company proposes updating the Wobbe Indices for the Torrington Division that are served by the Tallgrass Interstate Gas Transmission pipeline, the Douglas-Orin area, Glendo area, Lusk-Jay Em area, Ft. Larame-Lingle area, and the Guernsey-Wheatland area, effective January 1, 2026. BHWG states the Wobbe Index for the towns in the Torrington Division consistently measure 1.5-2% above the 4% index deviation threshold since 2019, however, there is no change in service with the revision of the Wobbe Indices.

3. BHWG stated several of the distinguishable distribution areas in its service territory are not incorporated in Wyo. P.S.C Tariff No. 3, and requests to update the tariff to comply with Commission Rule Chapter 3, Section 1(c)(v)(A). BWHG requests distribution areas in Carpenter, Cheyenne, Cody, Gillette, Meeteetse, Pine Bluffs, Ralston, Shoshone, and Well Draw, Wyoming be added to its Wobbe Indices while removing the duplicate distribution areas currently listed in the report that became incorporated when Black Hills Gas Distribution and Northeast Wyoming consolidated into BHWG. BHWG also proposes consolidating the legacy gas utility reporting points into one BH Wyoming Gas report and to update distribution area names for clarity.
