Black Hills Wyoming Gas Public Notice
PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, the Commission hereby gives notice of the Application of Black Hills Wyoming Gas, LLC d/b/a Black Hills Energy (BHWG or the Company) for authority implement its 2026-2028 Natural Gas Energy Efficiency Plan (EE Plan), as more fully described below.
1. BHWG is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(D) and 37-2-112. BHWG is a wholly-owned subsidiary of Black Hills Corporation.
2. On July 1, 2025, BHWG filed this Application requesting authority to implement its 2026-2028 EE Plan for residential and commercial gas service customers, effective January 1, 2026.Â
3. At its Open Meeting on January 23, 2025, the Commission approved the renewal of the 2025-2027 Natural Gas Energy Efficiency Program Plan for 1 year effective January 1, 2025. The Commission further ordered that BHWG file an Application no later than July 1, 2025, with
evidence of how the EE Plan programs: 1) encourage ratepayer action that would otherwise not be taken; 2) benefit those with lower income; and 3) benefit the system, as a whole. BHWG filed this Application to support the program’s efficacy.Â
4. The EE Plan continues the program offerings from previously approved plans, with two primary modifications to comply with the Commission’s directive. The Company proposes adding pre-weatherization funding to the Income Qualified Program to reach more low-income customers, and updated its avoided cost assumptions to directly reflect costs paid by BHWG customers.

6. Anyone wishing to file a statement, intervention petition, protest or request for a public hearing in this matter must do so, in writing, on or before August 28, 2025. Any intervention request filed with the Commission must set forth the grounds of the proposed intervention, or request for hearing, as well as the position and interest of the petitioner.
