1948–April 17, 2026

Robert Clyde Hartley, known as “Bob,” 77, of Newcastle, Wyoming, passed away on April 17, 2026.

Bob was born in Rawlins, Wyoming, in 1948 to Clyde and Thelma Hartley.

He married Peggy Joyce (Sheppard) Hartley in April 1969, and they shared 57 years of marriage together.

Bob was a graduate of the University of Wyoming and a civil engineer who worked for the Wyoming Highway Department before eventually starting his own consulting firm, RCH & Associates, in Glenrock, Wyoming. Throughout his career, he dedicated himself to supporting communities across the state, serving as a consulting engineer for numerous small towns. He later continued his service with the City of Newcastle, where he remained involved even in retirement. He was known for his steady presence, strong work ethic, and quiet commitment to the people and communities he served.

He took great pride in his work and even greater pride in his family.

Bob was a devoted husband, father, grandfather, and great-grandfather. He showed up for his family in every way that mattered — steadfast, supportive, and a quiet source of strength for his family. To his grandchildren, he was affectionately known as “Bob Bob,” a name that reflected the warmth and connection they shared.

He and his family were deeply involved in the Wyoming Quarter Horse Association for many years, where he volunteered countless hours and supported the community he loved — but above all, he was a steadfast supporter of his children.

He is survived by his wife, Peggy Hartley; his son, Robert Charles “Chuck” Hartley and wife, Stacy, and their daughter, Hope Hartley; Chuck’s son, Brandon Hartley, and his children, Colton and Beau; his daughter, Holly Hartley and her children, Abby Guillaume and Zane Guillaume; and his daughter, Nicole Joyce (Hartley) Bloom and her husband, Jasper Bloom, and their children, Aspen, Cheyanne, and Diesel; and his sisters, Vivian and Dorothy.

A memorial service will be held at 2 p.m. on Friday, April 24, (Arbor Day), at the Newcastle Senior Citizen Center
in Newcastle.
