NOTICE SETTING PUBLIC COMMENT HEARING
•Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public comment hearing is scheduled regarding Black Hills Power, Inc. d/b/a Black Hills Energy’s (BHP or the Company) Application for approval of a general retail electric rate increase of $5,121,592. The public comment hearing is set to commence on Tuesday, August 11, 2026, at 4:30 p.m., in the Weston County Senior Citizen Center located at 627 Pine St., Newcastle, Wyoming.
2. BHP is a wholly owned subsidiary of Black Hills Corporation that provides electric utility service to the towns of Newcastle, Upton, Osage, and Colony, Wyoming. BHP is public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§37- 1-101(a)(vi)(C) and 37-2-112.
3. On March 18, 2026, BHP filed an Application requesting authority to increase its overall Wyoming retail electric utility service rates by 29%, or $5,121,592, revise the Energy Cost Adjustment Mechanism (ECAM), establish two deferred accounting regulatory assets related to decommissioning the Ben French facilities, establish a new Spare Turbine Adjustment Rider (STAR), consolidate lighting classes, and to increase the Major Maintenance Regulatory Liability for generating units. The proposed rate increase would affect Residential, Small, and General classes.
4. Wyoming Office of the Consumer Advocate (OCA) timely petitioned to intervene by matter of right. W.S. § 37-2-402(a).
