NEWCASTLE CITY COUNCIL CITY COUNCIL CHAMBERS MINUTES Monday, August 3, 2026
Mayor Tyrel Owens called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Present were Council members Daren Downs, Chris Kenney, Ann McColley, Don Steveson, and Thomas Voss. Also, present were Police Chief Derek Thompson, Engineer Steven Dietrich, Attorney Dublin Hughes and Clerk/Treasurer Stacy Haggerty. Councilman John Butts and Public Works Supervisor Greg Stumpff were absent.
APPROVAL OF AGENDA: Chris Kenney moved; Ann McColley seconded, to approve the agenda. MOTION CARRIED.
APPROVAL OF MINUTES: Mayor Owens noted grammatical errors in the minutes. Daren Downs moved; Ann McColley seconded, to approve the minutes of the regular meeting of Monday July 20, 2026, with the grammatical corrections. MOTION CARRIED.
NOMINATION FOR RECOGNITION: Jen Womack for her work on the Community Yard Sale, Newcastle Arts Council for promoting new businesses: Every When Art Gallery and Newcastle Martial
Arts.

OLD BUSINESS:
• Mayor Owens read Ordinance No. 6, 2026, the heading reads: AN ORDINANCE AMENDING

SECTION 11-1, ESTABLISHMENT AND COMPOSITION OF VOLUNTEER FIRE DEPARTMENT; APPOINTMENT OF FIRE CHIEF; ELECTION AND TERM OF OTHER OFFICERS AND MEMBERS. Thomas Voss moved; Ann McColley seconded to pass Ordinance No. 6, Series 2026 on the first reading. There was discussion regarding first and second assistant chiefs, and elections being held in January. Mayor Owens read the ordinance to state assistant chief and that the annual elections are to be held in January each year. MOTION CARRIED.
• Mayor Owens read Ordinance No. 7, 2026, the heading reads: AN ORDINANCE AMENDING SECTION 11-5, MONTHLY REPORT; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NEWCASTLE, WESTON COUNTY, WYOMING; SECTION 11.5 OF THE NEWCASTLE, WYOMING MUNICIPAL CODE BE AMENDED. Monthly Report. Ann McColley moved; Don Steveson seconded to pass Ordinance No. 7, Series 2026 on the first reading. The frequency of the reports was discussed. MOTION CARRIED.
• Mayor Owens reported that the deadline for the American Legal Publishing recodification had been extended; Attorney Hughes will schedule the upcoming workshop.
NEW BUSINESS:
• Perkins Tavern submitted a sidewalk encroachment application for 114 W. Main Street from August 1st-17th, during the Sturgis Ralley. Chris Kenney moved; Thomas Voss seconded to approve the application. There was discussion about bikes on the sidewalks and the possible need for orange cones. MOTION CARRIED.
• Kings Plumbing submitted a request for an apprentice plumbing license: Apprentice Plumber, Shane Ankeney. Thomas Voss moved; Daren Downs seconded to approve this request. MOTION CARRIED.
• Woods Heating and Cooling requested a plumbing license: Master Plumber, McKinley Bickett; Journeyman Plumber, Blake Uissia; Apprentice Plumber, Jesias Bock. Don Steveson moved; Thomas Voss seconded to approve this request. MOTION CARRIED.
COMMITTEE/COUNCIL MEMBER REPORTS:
• Mayor Owens reported on the site visit with Liz and V from RCAC.
• Mayor Owens read a letter from Sandy Magnuson regarding a time capsule and asked the Council opinion about opening it. Ann McColley moved; Thomas Voss seconded to open the capsule and an event at a date yet to be determined after school starts. There was discussion about homecoming and the hall of fame events. MOTION CARRIED.
DEPARTMENT HEAD REPORTS:
• Police Chief Derek Thompson reported on calls of service between July 17th – July 31st NPD 140 with 1 arrest, and 8 criminal citations, WCSO 154, UPD 48, NVFD 9, WCFP 13, UVFD 7, Newcastle Ambulance 31, Upton Ambulance 6, he provided a handout for the breakdown of NPD calls. Bids for the CSO vehicle were opened July 22nd, for a Chevy Colorado or approved equal; Four (4) bids were received with the lowest being $35,417.00 from Fremont Chevy GMC with a past due deadline, second lowest bidder was for a Ford Ranger from Fremont Motors for $35,763.20. Thomas Voss moved; Don Steveson seconded to purchase the Ford Ranger from Fremont Motors for $35,763.20. Grant and 50/50 funding were discussed. MOTION CARRIED. He then gave credentials of Zachary Parker and requested to make a conditional offer of employment. Chris Kenney moved, Thomas Voss seconded to make a conditional offer to Zachary Parker starting at $36.56/hr. with one-year probation with a tentative start date of September 1, 2026. Chief Thompson noted that the offer would be contingent on meeting all requirements set by Wyoming Peace Officer Standards and Training, there was also discussion about the Sergeant position. Chris Kenney amended his motion to include all pertinent background information; Thomas Voss seconded. MOTION CARRIED. Chief Thompson provided State Statute definitions regarding bicycles and e-bikes and voiced his concerns about electric bicycles being used on sidewalks; there was discussion about stenciling sidewalks, ordinance changes and enforcement. He then requested a Police Committee meeting; meeting will be Thursday, August 13th at 5:00 p.m.
• Attorney Dublin Hughes referenced service agreements for Campbell Co. EMS and Volunteers of America. Chris Kenny moved; Don Steveson seconded to approve the Campbell County EMS service agreement. MOTION CARRIED. Thomas Voss moved; Chris Kenney seconded to approve the Volunteers of America service agreement. MOTION CARRIED.
• Clerk/Treasurer Stacy Haggerty referenced letters from First Northern Bank regarding reduced interest rates.
• Public Works Supervisor Greg Stumpff was absent. Mayor Owens reported that the 2025 Improvement project is at substantial completion ahead of the scheduled date.
• Engineer Steven Dietrich referenced his report, seven (7) new active residential construction projects and four (4) ongoing commercial projects; Total construction cost of $34,296.00 and $581.56 in permit fees were collected between July 20th – 31st. He reported that planning and zoning is working on a re-plat with Pinnacle Bank for the Veteran’s Memorial. Engineer Dietrich then requested to purchase a vehicle for the Building Inspector; a 2021 Ford F-150 with 22,936 miles for $34,295.00 from Newcastle Motors. Thomas Voss moved; Ann McColley seconded to approve this request. The current vehicle was discussed. MOTION CARRIED.
Councilman Kenney recused himself. Thomas Voss moved; Don Steveson seconded to pay the claims against the City dated August 3, 2026. MOTION CARRIED.
