CITY COUNCIL CHAMBERS
MINUTES
MONDAY, APRIL 4, 2022
 
Mayor Pam Gualtieri called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Those present were Mayor Gualtieri; Council members Daren Downs, Tyrel Owens, Lance Miles, Don Steveson. Also present were Department Heads City Police Chief Sam Keller, City Engineer Mike Moore, City Attorney Mark Hughes and City Clerk/Treasurer Stacy Haggerty. Council member Ann McColley was absent.
APPROVAL OF AGENDA: Tyrel Owens moved, seconded Don Steveson to approve the agenda as amended, adding two more proclamations under the Mayor/Council reports and an executive session referencing real estate. Motion carried.
APPROVAL OF MINUTES: Daren Downs moved, seconded Don Steveson to approve the minutes of the regular meeting of Tuesday March 21, 2022. Motion carried.
NOMINATIONS FOR RECOGNITION: Josh Womack for his hard work and dedication this wrestling season. John Francis for his work on the South Summit retaining wall. 
CERTIFICATES OF RECOGNITION: Newcastle Girls Basketball Team
CITIZEN’S BUSINESS—IN WRITING: None
CITIZEN’S BUSINESS—VERBAL: 
Newcastle Recreation Board, Anthony Sandoval and Ed Beason reported that they have been and are continuing to work with several organizations on funding youth recreational activities.  
Bruce Perkins requested the Council to approve a second location on his current liquor license. Tyrel Ownes moved, seconded Don Steveson to table the request until the Council is able to contact the Wyoming Liquor Division.
MAYOR/COUNCIL REPORTS: 
Mayor Gualtieri read a proclamation, proclaiming April 10th – 16th 2022 National Public Safety Telecommunications Week in Newcastle. She then read a proclamation, proclaiming April 29, 2022 as Arbor Day in Newcastle. Mayor Gualtieri also read a proclamation, proclaiming the month of April, 2022 as Child Abuse Awareness and Prevention Month.
DEPARTMENT HEAD REPORTS:
City Clerk/Treasurer Stacy Haggerty: None
City Attorney Mark Hughes presented Ordinance 2, Series 2022, second reading.  The heading reads: AN ORDINANCE GRANTING TO RT COMMUMNICATION, INC DBA RANGE AND ITS SUCCESSORS AND ASSIGNS A NONEXCLUSIVE FRANCHISE TO OPERATE A TELECOMMUNICATIONS SYSTEM WITHIN THE CITY OF NEWCASTLE, WYOMING; ESTABLISHING THE TERMS OF SAID FRANCHISE; AND PROVIDING FOR AN EFFECTIVE DATE. Don Steveson moved, seconded Tyrel Owens to pass Ordinance No. 2, Series 2022 on second reading. Motion carried. Resolution No. 3, Series 2022 heading reads, RESOLUTION TO ABANDON AND VACATE THE PORTION OF EAST MAIN STREET, LYING IN BLOCK 5 OF THE ORIGINAL TOWN OF NEWCASTLE, WESTON COUNTY, WYOMING, AND BORDERED ON THE NORTH BY LOT 6, BLOCK 4 AND BORDERED ON THE SOUTH BY LOT 21 TO THE CITY OF NEWCASTLE, WESTON COUNTY, WYOMING was presented. Don Steveson motioned, seconded Daren Downs to pass Resolution 3, Series 2022. Motion carried. City Attorney Hughes then presented a Quitclaim Deed for the vacated property referenced in Resolution No. 3, Series 2022. Don Steveson motioned, Tyrel Owns seconded, to authorize the Mayor to sign the Quitclaim Deed for the vacated property. Motion carried. 
City Engineer Mike Moore reported that there are 45 building projects going currently with $430,885 in construction and $11,757 in permit fees collected. Engineer Moore stated that the City crews would start work on pothole patching around town and camera the sewer lines on 5th, 6th and 7th Avenue preparation for future replacement. Engineer Moore reported bids for the Dow Park project were open on March 7, 2022, the low bidder was UBC Precast. Don Steveson moved, seconded Tyrel Owens to award the bid to UBC Precast. Motion carried. The work on the South Summit retaining wall is complete with very little clean up left. The Police Department renovation bids are being advertised and contractors have requested plans, a pre-bid walk through is scheduled for Tuesday, April 12, 2022 at 2:00 p.m. Engineer Moore also reported that all bids for the Well No. 5 project came in significantly higher than the Engineers estimate. He will continue to work on numbers for later recommendation.
Police Chief Sam Keller reported 1061 year to date, 358 in March and 49 calls this month. Chief Keller stated that the mobile radios were installed last week and that work on the WyoLink towers is moving forward. Chief Keller also reported that Officer Laramie Frank will be graduating from the academy next week
STANDING COMMITTEE REPORTS: None
ANY OTHER BUSINESS: None
EXECUTIVE SESSON: reference real estate as per W.S. 16-4-405(a)(vii). Tyrel Ownes moved, seconded Daren Downs to suspend the rules and go into Executive Session reference real estate at 7:51 p.m. Motion carried. Daren Downs moved, seconded Lance Miles to return to regular session at 8:14 p.m. Motion carried. Tyrel Owens motioned, seconded Don Steveson to have City lots currently available for sale appraised. Motion carried.
CLAIMS AGAINST THE CITY: Tyrel Owens moved, seconded Don Steveson to pay the claims against the City dated April 4, 2022.  Motion carried. Daren Downs moved, seconded Tyrel Owens to adjourn this regular meeting of the Newcastle City Council at 8:16 p.m. Meeting adjourned.
